He was angry that things were not turning out the way he wanted at the launch. Thus, he claims that he would change everything once he became a politician.
When he got the power, he was to allow everyone to go to the moon anytime they wanted. And so, the next two pages are filled with the image of Damian and Anya floating in mid-space in their space suits. Yor, Loid, and Bond are also a part of this adventure.
