She was telling this story for the sake of becoming Lupin’s SO in it. In the last one, the man was going to be the hero who saved the fate of all his friends. However, learning that he was nothing like how she had imagined him to be, she began telling a different story.

The 21st episode of Lupin The Third started with the introduction of a new character. Muru is a young girl who idealizes young love stories. The episode opens with her telling the long-lost tale of a mermaid that once used to be found in the rivers of the village of Mitten. The story also involved a drawbridge and Lupin’s car as well. In the same timeline, it turns out that Lupin is still trying to recover from the whiplash as he was waiting for the bridge to get repaired.
Until this happened, he met Fujiko who he thought to be the most beautiful woman he had met. He even deemed her to be the mermaid that Muru was talking about. And thus she follows the entire gang to the places that they went and stayed. She also arranged an event night where they would all compete for a reward. But towards the end of the episode, Muru comes to know that Lupin is no hero. Instead, he was an infamous thief. Thus, she began dictating another tale that talked of an anti-hero.
