There will be a chance that Hero worked for them as an undercover agent, and somehow they lost touch, and since then, she has been searching for him.
Another possibility tease that Hero was a bad person and created golems to destroy the world to gain supremacy in the world. But the agents worked hard to catch him. Further, he created the world’s most dangerous golem that could use demon swords. But the golem got rogue and created its copies which are now behind Hero. They wanted to stop his menace and kill him.
